Summary
An Information Standards Notice (ISN) is being published in two phases to support the event-based, publish-subscribe messaging for Digital Child Health. Information about the DCB3009 can be accessed here, while information about Phase 2 is further detailed below.
This is the requirements for the second phase of the Digital Child Health team's delivery approach can only commence once suppliers are shown to be in conformance with Phase 1 ISN, but will additionally require FHIR message development and enablement no later than 1st March 2020.
The scope of Phase 2 will at a high-level include the requirement to flow “events” into GP Solutions; flow events out of GP Solutions and enable the fetch of records from GP Solutions, by other systems (primary and non-primary care). The uplift to DCB3009 will fully detail those events that need to be processed by GP suppliers.
The consequence of implementing ISN Phase 1 sooner is that a supplier will have more time to implement Phase 2 of the ISN, while the converse is true if the supplier implements Phase 1 later. Suppliers have 12 months to implement DCB3009 Phase 2, so from first publication in September 2019, suppliers are expected to implement the requirements within September 2020.
This is SRO Priority.
Documentation
The Professional Records Standards Body's (PRSB) Healthy Child Record site contains a variety of useful material, including the proposed child health and events specifications.
Some work in progress documentation is available on the NHS Developer Network:
- Introduction to the events management service
- Introduction to Digital Child Health Event Messages
- Implementation guide
- STU-3 FHIR messages (clinical) for publishing and subscribing
GP Solutions will be both publishers of and subscribers to events.
