Background
National RBAC Database is being updated to make additional roles available to Primary Care. Some of these roles are new whereas others have previously been withdrawn, and therefore need to be reinstated. A full list of these roles is found in the spreadsheet . This spreadsheet identifies the linkage between existing rationalised roles and the new ones.
To support implementation of these roles across primary care and ensure they have appropriate access to clinical systems to deliver services to patients, NHS England and NHS Improvement have been working with NHSX and NHS Digital to include these roles in the list of Healthcare Professional (HCP) types for NHS Smartcards. By using the correct HCP types for these roles, PCNs will help to ensure that ARRS staff have access permissions appropriate to their role, and will be able to support a better understanding of the contribution that ARRS staff are making to primary care – many national data sources (e.g. Appointments in General Practice, the General Practice Extraction Service, or the forthcoming GP Data for Planning and Research) will use Smartcards to identify which type of Healthcare Professional is delivering an appointment or consultation, or undertaking a clinical activity.
Outline Plan
The National RBAC Database will be updated to include the new and reinstated roles detailed in the attached spreadsheet by 31st Aug 2021.
The new roles need to be available for users before the end of September 2021.
Summary of Change
No change is required to the existing Standards of GP IT Futures Standards and Capabilities model. Adding additional roles is already covered under the Role-based Access Control requirements in the Information Governance Standard. Suppliers to add these roles to their Solutions.
