Full or Partial Capability status. For this Capability, Solutions are required to meet a minimum of one MUST EPIC and associated acceptance criteria but not all MUST EPICs (where there are multiple MUST EPICS) to achieve Partial Capability Status, or; to meet all MUST EPICs and their associated acceptance criteria to achieve Full Capability Status.

Description

Cross-Organisation Workforce Management Capability involves planning the assignment and deployment of a Health and Care workforce across a collection of Organisations and sites providing a range of services to a community in order to best meet the health and care needs of the population. This may involve Health and Care Professionals operating from locations outside of their 'home' Organisation or location (e.g. in other Organisations premises) which requires co-ordination of the various resources (people, equipment, 'rooms', etc). The Cross-Organisation Workforce Management Capability will allow schedules to be created that assign the correct staff, locality and equipment to services and for these schedules to be shared with staff.

Management information reporting may also be provided within the Capability to enable monitoring.

Outcomes

Workforce Managers
  • Ability to centrally manage service scheduling and resources
  • Efficient use of resources (e.g. staff, equipment and rooms) across a number of Organisations
  • More flexibility and efficiency in handling staff leave, absences and work preferences
  • Gain efficiencies through scheduling across Organisations rather than at individual Organisation level
  • Improved Management Information and reporting on resource utilisation and associated costs

MUST Epics - Epics and acceptance criteria will be evaluated during the Capability Assessment Stage of Onboarding

EpicWM1 - maintain service schedule

As a Workforce Manager

I want to maintain service schedules based on service need and resource availability

So that I can ensure the needs of the Service Users are met in the most efficient way (e.g. minimise empty rooms, minimise staff travelling, minimise use of locum staff, maximise equipment use)

Acceptance criterion 1: create service schedule

Given one or more services have been defined

And the requirements of those services have been defined (e.g. a physiotherapy service requiring certain staff roles, at specific locations with specific equipment)

When the user chooses to create a service schedule

Then the service schedule is created

And any unmet requirements of the services can be identified

Acceptance criterion 2: view service schedule

Given a service schedule has been created

When the user chooses to view a service schedule

Then the service schedule is displayed

Acceptance criterion 3: amend a service schedule

Given the service schedule has been created

When the user chooses to amend the service schedule (e.g. insufficient staff to work at the required location, or required equipment is unavailable)

Then the schedule is amended

Acceptance criterion 4: delete service schedule

Given a service schedule has been created

When the user chooses to delete a service schedule

Then the service schedule is deleted

EpicWM2 - share service schedule

As a Workforce Manager

I want to share service schedules

So that I can communicate schedules to Staff Members

Acceptance criterion 1: share service schedules

Given that the service schedule has been created

When the user chooses to share the service schedule

Then the service schedule is shared with Staff Members

MAY Epics - All May Epics and Acceptance Criteria will be evaluated during the Capability Assessment Stage of On-boarding. However, these Epics are not mandatory and will not be used as part of the overall assessment of whether the Capability is fully met. Any May Epics that are assessed as met will be available to buyers via the Buying Catalogue.

EpicWM3 - workforce management reporting

As a Workforce Manager

I want to generate reports on schedules (e.g. resource utilisation, staff allocation to services)

So that I can monitor the effectiveness of the schedules

Acceptance criterion 1: workforce management reporting

Given a user is permitted to run workforce management reporting

And service schedule information is available

When the user chooses to run the report

Then the report is displayed
